Google Is Fined EUR 890 Million by the European Commission for Breaching the Digital Markets Act
On 23 July 2026, the European Commission published decisions finding that Google had failed to comply with certain obligations under the Digital Markets Act ("DMA") and imposing fines totalling EUR 890 million.
A fine of EUR 460 million was imposed for favouring Google’s own services in Google Search, while a further fine of EUR 430 million was imposed for restricting app developers from directing users to alternative purchasing channels outside Google Play.
According to the Commission’s findings:
- Google’s own services, including shopping, hotel, transport and sports results, were displayed more prominently than comparable third-party services in Google Search.
- Google’s services were given enhanced visibility through their placement at the top of search results and the use of additional visuals and filters.
- App developers were prevented from freely communicating and promoting alternative offers to users through distribution channels of their choice.
- Restrictions were imposed on app developers seeking to conclude contracts with users through third-party app stores or websites.
- While Google may charge a fee for facilitating the initial acquisition of a new customer through Google Play, the level and duration of the steering-related fees exceeded what the Commission considered compliant with the DMA. Google has been ordered to bring the infringements to an end and to ensure that third-party services are treated fairly and without discrimination in Google Search. Google is required to comply with the Commission’s decisions within 60 days. Failure to comply may result in periodic penalty payments of up to 5% of Google’s total worldwide turnover.
